Sure, it can be something people could use for some sort of "I am special, I am saying something clever/cool/funny, so give me rep", but personally, I rarely get sucked into that kind of mind-set tbh.

I see +rep without -rep as a simple nod to the poster.
An "I agree" acknowledgment... or, as a way of making the poster aware you've simply seen their post.

Never seen that before but seen a few forums where you have to put like 1000 posts before you can even use an avi.
Some others that you have to be a member for a year or something before you can send PMs as well.
Now I'm remembering this one forum I used to be on many years ago where you had to ask the mods/admin to change your avatar for you and you had to wait for something like 6-12 months before asking to get a new one. Unsurprisingly, I never encountered another forum that had the same system.

Those were the days. I remember being on forums like those, though I'm glad that the ones I knew were the kind where they had their own made-up currency that you got from making posts or playing mini-games or what-have-you instead of trading in your real money. That actually made it feel like a game, though I guess gamification of stuff like discussion boards has its own set of issues.
