Sure, it can be something people could use for some sort of [I]"I am special, I am saying something clever/cool/funny, so give me rep"[/I], but personally, I rarely get sucked into that kind of mind-set tbh.

I see +rep without -rep as a simple nod to the poster.

Those were the days. I remember being on forums like those, though I'm glad that the ones I knew were the kind where they had their own made-up currency that you got from making posts or playing mini-games or what-have-you instead of trading in your real money.
