Who falls for this? A man with an incredibly thick accent says he's with the IRS, the police are on their way, but they'll stop if you purchase a gift card?

Maybe they were using google translate or some other online translater that often comes out wonky.
I assume they were trying. The mistake was in thinking they could write a convincing phishing email in a non-native language. Silly scammers.
