If you plan to use this going forward I would use the emp#'s. The name fields are not normalized anyways so this would be the quickest fix.
Chances are high that we will hire two people with the same last name, but never the same last and first... the actual # assigned to them isn't important for this program as long as the data entry screen lists their first name Go ahead and make the call whichever way you feel is best and if you decide you don't want an arbitrary number let me know and I'll send you the employee #'s... they are not consecutive, but I don't think that matters...

Again... you know your business and i don't... what are the chances you'll hire someone with the same last name as another? It's definitely preferable to establish a primary key in a number field or a combination of text fields... let me know..
