Ironically enough, this is the argument we heard, oh, about 7 years ago.

It's also a disingenuous claim to begin with. Much of the delay is based on regulation; if we cut through some of the regulation and award contracts conditionally by attaching requirements on turnaround time, some people think we can have it in more like 2.[/quote]
