Based on the five seconds I've seen it seems the character is just "Jane Lynch" and every other character she plays. If it were up to me I'd rewrite the character entirely so it had no resemblance and I wouldn't have to cast Jane Lynch to play her.
The character is a tough female soldier. Yes, she's been type-cast in this role because of Sue Sylvester on Glee, but Lynch has more range than that. It's unfair to say that this is "Jane Lynch and every other character she plays." Ever see any of her work with Christopher Guest?

I'm actually looking forward to seeing Sarah Silverman's voice talents in a kid friendly movie. I know she's a very polarizing figure. I think she'll be great.

AFAIK, We've no way of knowing if the character was written for her or if she just seemed the best fit, either way I think she is the best fit for the character and for the type of game the character inhabits.

For the record, I've never actually seen a single episode of Glee, but from what I've read and heard, I'd say this is pretty un-Sue Sylvester:
