Please help me with this movie

I have been trying to think of the name of a movie for over two years. I don't know who's in it but I can tell you about it. It came out in the 90's I think.
Everyone drives the same white cars. They park somewhere and other people take the cars closest to them so you might not get into the same car you came in. Also, your weight is monitored by the government. I guess you could say communist? If someone in the city breaks the law, their face is shown on a giant screen at a stadium and all the people hunt down that person to kill.
Please help me end my quest.

That sounds alot like it but that's not it. It came out before that. Please keep trying. I don't think it ever made it to the movie screen. I rented it on vhs.
