This film is a cut above Saturday morning Creature Feature fare as it does manage to build some real tension and features some quality acting.

While being burned at the stake, self-confessed witch Elizabeth Selwyn (Patricia Jessel) curses the townspeople, and as a result, all the "dead" witches are given eternal life by Satan as long as they worship him and perform two sacrifices a year.

That whole sequence with Bill making his way zombie-like toward the witches as they wait for the final toll of the church bell is just aces and a great way to close out the climax of the film.
