Racing movie set in the South

I remember catching a film on TV that started with two guys driving a car through a field, getting it stuck between two dump trucks, getting out through the back window and spilling a six pack of beer. The villain was a businessman trying to buy out all the land in town. There was a scene in which the main characters drag his safe around town with a tow truck. Some minor characters were an old car mechanic, a conspiracy theorist with a stash of C4.
