I'm a bit surprised no one's mentioned In The Loop, yet. I don't like it, but it certainly has its fans.
It's Bob Roberts, for me. Unless we're allowing tv, then it's Yes, Minster/Yes, Prime Minister, that's the best for me, although the first couple of series of The New Statesman are pretty close, too.

I think THE DISTINGUISHED GENTLEMAN deserves mention here...one of Eddie Murphy's best movies that nobody saw...a political comedy with a bite.
