Is it possible to capture a still image onto your hard drive using a DVD-ROM?

Yes it's possible. One program that I know of is JASC Paint Shop Pro 7. It has a Screen Capture tool to which you can capture a window, object, full screen, etc. It's priced at under $100, too.

I think a simple stroke of the "Print Screen" button will copy the screen to your clipboard, too, thus allowing you to paste its contents into any image editing program.

I actually tried that, and it didn't work. It captures everything but the image.
