How about: The Lives of Other People

As far as films that follow the p.o.v. of the terrorist, Paradise Now is a must see.

Also, one of the subplots from Syriana fits the criteria.

The Battle of Algiers (which is near my Top 5 all-time)... Here is the full movie on YouTube (for free) along with the Special Features, which are the best I have ever seen.

I can't believe I didn't think of that one. It's in my top 30.

How about masterpieces like The Delta Force, Under Siege and Ticker

One of my favorites is Executive Decision (1996) - slightly prophetic and almost a perfect film as far as plot, action, suspense & pacing.

Good movie if you like Kurt Russell. Great movie if you don't like Steven Seagal.
