Intensity (1997) starring John C.McGinley. It was a tv movie based on the Dean Koontz Novel of the same name. The book's pretty good, and this stayed really close to it.

Maybe 28 Days later and set it at the beginning of the outbreak. Perhaps they could show what happened with figures of authority. We could see how the Royal family coped.;)
