If I, myself, would have to choose one old-fashioned musical film that does "approach" Singin' in the Rain's quality and mastery, I would go with Vincente Minnelli's amazing 1953 movie, Band Wagon.

To that end not much is ever said about the narrative, but it's a lovely, simple one, a self-referential, somewhat meta one, a film about film, that allows for a lot of humour, as well as pathos, and sets up each musical number with a deft hand.
Citizen Rules
My other favorite number was the duel dance with Gene Kelly and Donald O'Connor at that start of the film.
