Unfortunately, it doesnt automatically mean that the movie is nine times better, but at this point in time of the Disney classics, you kind of know what you get.

Madame and a pair of geese that the cats meet on their journey are voiced by Brits, Scat Cat, O'Malley Cat, and the dogs Napoleon and Lafayette are voiced by Americans, and, of course, a Hungarian is providing the voice of Duchess, but kids don't really notice and won't really care.

A bit like the Madam Mim segment in the Sword in the Stone, this whole bit is just so much more fun than every other bit of the film.
