Well, the film wasn't released in theatres in the USA until 2004, even though it was probably showing in China for a couple years before that.

It showed at select theatres here years before and if I'm not mistaken in the US as well, it just got a WIDE RELEASE in 04.

But I could be mistaken, and it could be considered either way I guess.
