I'll give it a shot...
Film noir was the name given to a cycle of films from the late thirties through the early fifties that used harsh, low-key lighting, and usually came in the form of the hard-boiled detective story. Film Noir means, literally, black film, in french. Some examples of classic film noir would be The Asphalt Jungle, Out of the Past, The Big Clock, Kiss Me Deadly (Mikey Spillane), Touch of Evil, The Third Man, Gilda, Double Indemnity, and a slew of Bogart films.
There are newer films like this using the noir mechanics but they are in color and are usually called neo-noir. Chinatown, Angel Heart, U-turn, and The Man That Wasn't There, and Blue Velvet are examples of this genre.
Going to the next sub-genre, tech-noir, we find films that combine film noir and sci-fi elements. The Terminator, Blade Runner, Dark City, and Strange Days are a few examples there...
