Can you help me figure out what movie this chase scene is from?

So I can't remember the movie that this scene happened in for the life of me. I'm 90% sure I'm not mixing movies / chases in my mind. I've tried searching countless different ways at different websites to no avail. Hopefully somebody else has seen this and knows the title.

Here are the parts that I'm 99% certain of:

I know the chase starts with the driver intentionally heckling officers outside of a police station pretending to be drunk, intentionally drives into their parked cruiser, and then the chase starts. I'm also 99% sure that the driver is hired to test a getaway scheme and there's the scene where he drives under a semi/tractor trailer going perpendicular and loses the top of the car. And I know it ends with spike strips, on a quiet road (just when he thinks he got away) and happens during the daytime.

I'm pretty sure this is how it goes:

So this group of criminals get together and they need a getaway driver for their heist/con/crime. The one leader of the group guy goes out and gets a getaway driver, and the rest of the crew reluctantly accepts him as their driver.

Driver goes out, steals a BMW (convertible, i think) and pretends to be driving drunk, heckling some cops outside of a police station. He bumps into their car with his, and chase ensures.

Car chase goes on, I think it takes place in LA, he goes through LAX airspace to lose the chase helicopter.

Throws mud-filled balloons or something at cops windshields so they can't see. Eventually, goes under a tractor trailer/semi/18 wheeler (semi's going east bound, he's going north), ducks, and loses the windshield. Just as he's about to get away, cop lays down spikes and he's toast.

Any ideas?

Here's a little public service announcement from you're uncle PW. "Don't do drugs kids..." I know I've seen this flick and I can't for the life of me remember the name. I think I may have even seen this recently. Crap! And they told me marijuana wasn't bad for me... *sigh*

Oh no!

However, you have given me hope. I thought it was possible that I was mixing up scenes from two movies and mashing them together perhaps (It's been a while since I saw the movie, and I've seen a lot of car chases/action movies).

Are there any things about the movie that you remember that perhaps might help identify the movie? An actor, theme, plotline, etc?

Well, not to rain on your parade but I may be mixing up 2 or 3 films for all I know. Here's how it works with me, either I know it right away, I have no clue (which is actually better than the third option), or I get this *feeling* that I know it and I can't stop thinking about it. And I should point out that it rarely comes to me. But, someone else may get it for you.

I should probably be asking you that...

I should probably be asking you that...
True.

I have some vague memories of the cast...I feel like, in the gang of professional criminals, there was a leader who seemed like a cool guy, a burly black guy, and I feel like the driver was kind of a weasley guy, kind of like a weasle edward norton. And nobody wants him, but "he's the best."

I also feel like they get in touch with him after he's arrested and he says something like "it can't be done" or "there's no way it can be done"

Ack! This is killing me! I know I've seen this, hopefully Holden or mark will check in here and maybe you'll get you're answer.
I hope so, for both our sakes. It seems I may have projected my nagging issue on to you.

You're a genius, thank you! I read an episode recap and it matches perfectly
