I saw part of this movie a very long time ago and I want to say that it is likely from somewhere between the 60's and 80s'. I didn't see much of it, but the part I do remember is of a man who got captured and was restrained on either a table or platform that was underneath a giant bell. The captor kept him there for a while, multiple days I believe. He also rang the bell to torment the man too.

The "bell torture" was used by Boris Karloff in the 1932 classic "The Mask Of Fu Manchu". In the '60's there were a half dozen "Fu Manchu" movies released. Possibly the bell torture was used in one of them, although a quick look at IMDB didn't reveal any info.
