All I can think of is a specific scene where a bunch of older adolescents are lined up on the top floor in a large room with camera facing huge windows so you can see outside.
I believe it is like some sort of camp or boarding school and the bad guy in charge is walking down the line asking the whereabouts of one of the kids and is threatening to hurt them if they don't tell him where he is. Meanwhile, the missing kid/kids are outside and up to something, possibly sabotage mission of some kind. They might have to make it back inside while being searched for, I'm not sure.
This movie was playing on comet, one of those offset Fox stations and I caught a bit of it.
