Greatest Villain Tournament

Thought It'd be fun to try putting together a tournament... but with VILLAINS!!! Anyways everybody gets to nominate two villains until we get 32 of em, and then I'll start the brackets

My nominations: Norman Bates from Psycho and Palpatine from ROTJ.

EDIT: This tournament is done not to determine which villains would win in a fight, but rather which ones are the favorites of the MoFo community
