80'0s teen movie ??

I remember a movie that I watched on HBO when I was a kid. I don't know if it was a "made for HBO" movie or a regular one. I remember the plot going something like this...

There are a bunch of high school age kids living in a desert type town. They hang out in a teen center made out of a quonset hut playing pool and foosball there. They party in houses that are still being built and get hassled by thier folks until they lock the parents up in the school auditorium when they are summoned for a "what's wrong with our kids and what cab we do about it" type town meeting.

Can anybody tell me the name of this film?

Yep.. That's the one... you guys rock.. thanks alot.. I've been trying to remember the name for months. I've moved it to the top of the que in Nexflix. I agree it is a solid flick. I completely forgot Matt Damon was in it.. Thanks again..
