Two kids (not teens as i recall), boy and girl spy on warlock (as they call him). The warlock dude is a guy in a jedi-like brown/black robe and glasses with a black frame. I did watch it in europe on local tv, so maybe they did translate word 'warlock' in their own way, not sure. Did watch it somewhere in 1996-1999.

I think i found it. Though details are not quite the same as i remember them, but memory is a funny thing. It's a Czech kid's movie "O zapomnetlivém cernoknezníkovi (1991)"
