Movie name with Worlds Fair

I'm trying to remember the title to the movie with the kid trying to find a special top and his family goes to the worlds fair and he buys one from the gypsy. I think it was made in the late 80's, but not sure. They live next door to a bunch of hillbillies with dogs and they're always fighting with them.
