Well, I found it. Stumbled upon it, actually, in a Reddit thread about the clip. It's a Turkish movie called Karate Girl (Karateci Kiz). This is a clip from the original movie... The one I posted starts at about two minutes in. Sadly, I discovered the screams weren't in the actual film. Broke my heart.

Ok, let's think of it this way. The scream was supposed to be there, but it got edited out of the film because all the other actors' abilities were outshined. The first clip is the original. There, how about that?
