FYI: every President as far back as you can track it has had some programs in place that seemed wasteful while other more serious problems went on. If you were going to use that logic, we've pretty much never had a good President.

Of course it is. About as fair as the fact that the richest one percent, if my memory serves me correctly, pay over one-third of all taxes in this country. If you pay more, you get back more when there's a tax cut. Explain to me why that is unfair. Most of the surplus came from the rich in the first place.
