ID Horror movie please

I saw this movie broadcast on Tv in late 90's. A creature/Hybrid is seen in captivity. A scientist seen in white coat who probably made this hybrid?! The creature escapes from captivity. A scene where a dog uses a pencil to type on keyboard which says "It's coming" or "It's here". In the climax, the creature is seen playing with a toy.

Oh my! I’ve been looking for it for 25 years! Just saw some clips on YouTube. The dog said “Its here” in the sequel 1990.
