This movie was like one of the Looney Tunes/Merrie Melodies shorts, except it didn't have any recognizable brand characters. It was in English, if that helps.
The story goes that this man visits his doctor because he feels very anxious and stressed, and the doctor tells him to go on vacation. So he does--to the beach. While he is picnicking, a wave washes ashore and an octopus grabs his basket of food. It's here that my memory of the details gets fuzzy. The octopus has an apparent mean streak and begins taunting the man, laughing and attacking his car. I can't recall how the man gets away, but he does. He drives back to town, angrier than before and yelling.
I saw this years ago when I was a kid and it stuck in my mind because the octopus was so creepy (at least to me).
