I'd go for Pearl Harbor. It is one of the saddest movie. I mean aside from the war that is happening between Americans and Japanese, one of the main cast died. It is also based on true story-> World War 2.
the only movie to ever make me cry was marley and me....its THE saddest movie ever. Other sad movies would be eternal sunshine of the spotless mind, reign over me, the notebook, american history X. Theres others but those are the top 5 saddest i think.
