Sooooooo. Steam are now allowing mod makers to charge for their work which has resulted in a mass pitchforking not seen since that bout of nonsense in Salem a few hundred years back. The Nexus (still proudly free) has seen people downloading mods from there and having them uploaded to Steam with price tags attached - These aren't the mod makers who have uploaded them, natch. Were it not for its near monopoly in the PC game market I'd be avoiding Steam right now.
The place is a mess - No quality control over releases, no curation over the catalogue, no customer service and now this. If a game update means your paid-for mod stops working, what will Steam do? Ask you to politely message the mod maker to see if they'd mind awfully updating their creation. What a joke.
