I'm looking for a (strange) movie

Hi, recently, I have just remembered a movie. Well the plot is about a high-rank officer in the Canadian Aviation Force (I'm not sure) who is quite a perverted guy, he broke into female houses and ... he forced them to wear clothes that he demanded and he took pictures of them. In the last scene, he was trying to do the same thing to the neighbor's daughter but he failed, then he was arrested by the police.
