"People" = Everyone, anyone who is a "person," any individual or collection of individuals with common sense.



"should know" = "ought to admit" "are required by reason to recognize"



"when" = that moment that marks the dividing line of what comes before and what comes after - especially when a situation changes.



"they are conquered" = "resistance is futile" "further fighting is pointless."


A nation or tribe should know when they are beaten. In this context, the Germanians should NOT be fighting at this point. They should have accepted defeat. They are just going to suffer more now .
