Movie about detective and witchcraft

My explanation might be not accurate and short . Basically there is a town where one detective is looking for someone. At some point he saw a witchcraft with babies. (spoilers next) at the end of movie, turns out it was all imagination caused by fear and other people's thoughts. Anyone knows what movie is that?

It's not like a witch movie. It's about men who is looking for someone, and at some parts of the movie he saw ritual with fat old naked women and babies i think. And the action takes place in a town
