Looks like Jennifer Garner to me, but after watching that gif, I can tell it's not Garner.

Kinda looks like what's her name from Weeds too.

Looks like Debra Messing to me.

When she nods, to me she looks like Julia Roberts.

I didn't actually see the GIF until after my guess. I think the still looks a lot like Messing. The GIF, not so much.
