Another what is this movie question - maybe with Robert Foster in it

Hello All,
First post from me, great to be here...

I am trying to pick out the a name of a film that I have seen once and it was amazing in terms of the films intensity.

I have tried trawling through IMDB but cant work out what it is called.

This is what I got:-
It was made in 2000's, probably about 5-6 years old
I am pretty sure Robert Foster has a part as a pedophile in it (Robert Foster's filmography didn't help here)
I remember there is a kid being chased in the film and he gets into a back of a white van to get anyway from someone and there is another kid in there, then they go off to the pedophiles flat. In the flat there are lots of cameras and kids toys, there is also another woman working with Foster.

Both kids are not harmed, the lady in the flat with Foster is shot.

Anyway, that's not the main part of the film, its just sticks in my mind.

Also within the film

The main character is trying to protect a kid who shot someone
I remember at one point the baddies get the lead character on an ice rink and hold his face down on the ice and smash a puck into his face

I also recall a pimp in the film who drives a white convertible classic American car. Someone smashes his front light and he beats the hell out of them

Finally, I remember a gun being hidden inside a house with wooden paneled walls.

The lead actor is American, its an American film, its violent and very intense.

Those above random memories is what I have so far and I would appreciate any insight anyone may bring.
