....and am I right in thinking he first appeared as a character in an episode of "The Rockford Files" with James Garner?

Yeah, the character was in a few episodes of "The Rockford Files" before getting his own show, a spin-off. The other two detectives Rockford would sometimes team-up with, Lance White (played by a pre-Magnum Tom Selleck) and Marcus Hayes (a post-"Roots"/pre-Officer & A Gentleman Louis Gossett Jr.) never got their own shows.

"Richie Brockelman, Private Eye" was extremely short-lived, only airing six episodes. Star Dennis Dugan had a decent career as a mild-mannered character actor before turning to directing. After doing a bunch of TV, he's now settled down as helmer of really bad big screen comedies, from Problem Child to Beverly Hills Ninja to Happy Gilmore and Big Daddy to Saving Silverman to the recent National Security. Ugh. I wish he'd get back in front of the camera.
