Why Multiple Villians Don't Work In Movies

I didnt think two-face was bad in the most recent batman film but he wasnt focused on for much of his dark side which more or less made his character seeing as his name is "Two-Face". The spiderman movie was the best example of what not to do though, if you've seen the movie you know what I mean.
