Man crush with a girl in street (movie)

Hello, I am desperately looking for a film dating from the 90s-2000s. At one point in the film the main character (male with blond or brown hair) meets a woman in the street, He crushes on her and turns around to approach her (after hesitation out of fear because she is very pretty and thinks he has no chance) . He is super clumsy and had a hard time finding his words, which makes the scene comical. I don't know the rest of the film that's why I want to find it. The woman was brown medium-length hair in a square with blue eyes and a blue top I think. Both are adults, in their thirties or less.
