It's The Red Spectacles (1987) by Mamoru Oshii. I searched famous anime directors then looked through google images of the few live action films these guys had made - http://www.imdb.com/list/ls009049331/ And found your picture. It's on youtube is it any good?
And i don't even want to play so someone else put a new one up, Minio's one just genuinely interested me after he more or less confirmed i was right when i said it was live action by an anime director by repping me.
