Geographically 5 miles

There is an old black and white in which a toff is asked by a man on the street how far away the East End is.

The toff in his carriage replies: Geographically 5 miles; socially 5000.

I believe the toff was played by Charles Laughton but could easily be wrong.

Anyone know what the movie is?
