Need Help With a Movie Title

Hi, ok the movie is probably a few years old, i saw commercials for it and i wanted to see it, but i forget the name.

The story goes about a woman getting a call, from a sniper. The woman is a big-wig for a gun manufacturing company. The sniper is a disgruntled father whose child was killed by a gun that her company makes. I know eventually it leads to her being hang-cuffed to a hotdog stand, writing help on a hotdog bun in mustard i believe, and then the sniper shoots a cop. i know that much, if anyone could tell me the name of this movie that would be great! thanks
