Trying To Remember A Movie

All I remember was it was about two sheriff's, and one finds some money and decides to keep it, while the other wants to return it. I remember the cover was the two of them standing next to I believe a sheriff's car.

Sounds like "Route 9" (1998), which was originally made for television, starring Kyle MacLachan and Peter Coyote.
