You ask that after a year when 3:10 to Yuma, The Assassination of Jesse James by the Coward Robert Ford, Seraphim Falls, The Proposition and a modern Western No Country for Old Men were all released?

The short answer is that they are relatively expensive to make and, until this year, the few that had been turned out every couple years had all been box office duds. With No Country for Old Men a favorite to take in a bunch of Oscars and 3:10 to Yuma's over $50-million domestic take there will surely be some more coming. If at least one of those is a big enough hit, you'll get a few more. But until Westerns can generate the kind of easy profits a dumb action flick can, there won't be double-digits of 'em produced each year. And there haven't been since the early 1970s, so it's hardly a new trend.
