Help.

Ok, so i saw this movie about a year or two ago, and i really liked it, only i forgot the name of it so i could rent it.

its set in the futur where everyones emotions are surpressed by a drug, and it follows a cop who tracks down a group of underground people who dont take the drug. and as the movie goes on he starts to reconsider his opinions.

i remember one of the scenes, there was a bunch of dogs in a big cages off area, and a cop was gonna kill them, but the main character keeps one to set it free.

i think it was made between 1995 and 2002.

if someone could help me id greatly apreciate it.
