Here is the TV movie. I didn't look at it. But if the diving stuff isn't in it, maybe what they saw was a later episode from the series.

Sounds like a Superhero with a mech suit. So it could be MANTIS.

Just looked up, MANTIS was shot in the spine & not hit by a lightning.

There was a TV show called Nightman, but he wasn't black.
He was hit by lightning that give him the powers to sense evil doings.

I remember Nightman barely, pretty bad, Batman ripoff.

He had a black sidekick.

I must have seen MANTIS also because I just remembered there was a Black superhero who was paralyzed and turns out that was it.

I actually enjoyed it, but the second season was crap..
