I think "STAY COOL – BIRD-BOY!" is probably the best. And he does that nice little polish of the ice block before waving goodbye to Batman.

Yes, quite similar... last time I read Batman or Birds of Prey comics anyway, and that was more than a few years ago. The Penguin was the proprietor of Gotham's "Iceberg Lounge."
