iI think its APOCALYPSE no other super villian took over North America

Majiin Buu was a much better villain that Broly, he killed the entire planets populace, and destroyed at least 20 other planets

Darth Vader (obviously a powerful dude)
Magneto from X-men (1&2) (picture him turning all the guns around on the cops...very cool no?)

Mystique is pretty cool - can morph into any person for as long as she needs and use their powers (if they have any). Could pretty much infiltrate anywhere. Cause some serious trouble and has the badass attitude to boot!
