O.K. I will try to be as descriptive as possible sorry if this is long but any help would be great!
I think the movie is from the late 90's- early 2000.
There are kids put in cages and they have to electrocute themselves to get food (a pink food bar) from a slot in the cage. This torture is used to train them to be suicide killers I think.
There is a cop or 2 investigating a teen boy that will not talk caught trying to shoot himself in the mouth but he was out of bullets after shooting someone, he was with other teens that all shot themselves.
I have been looking for this title for awhile but searching the net has gotten me nowhere!
