At the beginning of the film, a woman falls from the sky, breaks through the glass roof, and lands in the pool at the city's new mayor's party. The mayor invites a young ex-cop to investigate her murder. I think it's a 90s movie, pretty smart. The mayor without an office was a funny storyteller.

I am confident that pori's result is correct, but I thought that I would point out a technique which can sometimes quickly identify a movie: by searching for an unusual plot element on this site in Movie Questions (and not just on IMDb).

It would not have worked to identify this movie, but searches for "skylight" or "glass roof" (without the quotation marks) gave hits such as https://www.movieforums.com/communit...light=skylight , https://www.movieforums.com/communit...ght=glass+roof , and https://www.movieforums.com/communit...ght=glass+roof

Sounds like a scene from Constantine except for the party at the mayor's. Include the first Lethal Weapon too.
