At the beginning of the film, a woman falls from the sky, breaks through the glass roof, and lands in the pool at the city's new mayor's party. The mayor invites a young ex-cop to investigate her murder. I think it's a 90s movie, pretty smart. The mayor without an office was a funny storyteller.

Sounds like a scene from Constantine except for the party at the mayor's. Include the first Lethal Weapon too.
