When I think "foreign film," I'm usually thinking "foreign language film."

But that's just me.

"I can't help it..."
Thought of two more:

Hana-Bi (Fireworks) (Takeshi Kitano, 1997)

&

C'est Arrive Pres De Chez Vous (Man Bites Dog) (Remy Belvaux, Andre Bonzel & Benoit Poelvoorde, 1992)

To Live

The Scent of Green Papaya

Amelie

Kikojiro

Shiri

The Road Home

I keep hearing about the The Seven Samurai. Something for me to look into.

Crouching Tiger, Hidden Dragon is my favorite movie of all time so I'll have to go with that one. The mix of oddly artistic kung-fu and an incredibly moving story creates a visually stunning and involving movie.

You liked this movie? Didn't you find that the ending totally ruined the whole experience? When I first heard about this movie I thought it would be a mixture of Amelie and Secretary - and it was, right up until the last ten minutes. I could not get over how much the ending of this film made me feel; extremely depressed. But hey, that's just me...

Yeah, I thought Love Me If You Dare was a big disappointment too, though for me it derailed a lot sooner than the final ten minutes. That was certainly the worst part of the movie, but the whole thing was a mess, tonally speaking, and I thought a good premise was really wasted.

But I love all the other movies you listed, Jackassfan.

The People's Republic of Clogher
I guess we're talking about non-english language movies (otherwise I'd pick The Searchers 'cos it's foreign to me) so I'd go for -

À bout de souffle (1960, Godard)

Sonatine (1993, Kitano)

Jean de Florette/Manon des sources (1986, Berri)

City of God (2002, Meirelles)

Infernal Affairs (2002, Wai Keung Lau)

The Vanishing (1988, Sluizer)

Nikita (1990, Besson)

Ran (1985, Kurosawa)

The Bicycle Thief (1948, De Sica)

La Haine (1995, Kassovitz)

Wings Of Desire (1987, Wenders)

Shaolin Soccer (2001, Stephen Chow)

...and loads more.
